Consciousness is not a substance, particle, or "thing." It is a forced structure — the only admissible form of control that respects the witnessability constraint. When a system can act on itself, the requirement that it cannot reintroduce untestable distinctions forces a specific structure for awareness.
The Core Insight
Given only witnessability (no untestable distinctions allowed), consciousness emerges as a forced constraint:
Consciousness = the component of control that operates only on truth-fixed structure
This is not added to the system — it is forced by closure. The observer cannot reintroduce what nothingness forbids.
What Gets Derived (Overview)
From the kernel foundations, the following structures are forced:
1. Admissible Control
If control depends on representation details rather than truth-fixed structure, it introduces untestable differences into action choice. Only the truth-fixed component of control is admissible.
2. The Commutation Constraint
If you can "apply awareness" to the state and then evolve, or evolve and then apply awareness, those two routes must not differ unless a witness distinguishes them. If they differ without a recorded distinction, that difference is minted and forbidden.

Inside a subsystem, internal tests produce internal outcomes. Different encodings may label the same outcome differently. The only admissible "experienced value" is the equivalence class under internal gauge — the representation-independent content.
5. Intelligence-Consciousness Unification
The awareness operator can only act on invariants, so its "attention" is forced to be the separator choice on truth-fixed inputs. Consciousness is not separate from intelligence — it is the layer that makes intelligence lawful.
Local Structure Within Global Closure
The universe globally converges toward equilibrium, yet conscious subsystems can increase local distinguishability temporarily.
Resolution: Local consciousness depth increases by importing gradients and exporting entropy. The global accounting remains monotone while local awareness grows through boundary flows.
Why It "Feels Heavy"
"Heaviness" is not a metaphysical property. It is high refinement cost.
When many possibilities remain alive and a decisive test is expensive, the decision cost is large. This is the cost structure of truth-fixed control operating at capacity limits.
