Choose actions/tests using only what can be verified (Π-fixed structure), never labels, tone, identity, or unrecorded preference.
This yields a provable definition, measurable quantities, and a verification protocol.

What Gets Derived (Overview)
From the kernel foundations, the following structures are forced:
1. The Problem Consciousness Solves
At each step, something chooses the next test/action. If the chooser depends on representation slack (names, formatting, hidden internal labels), it can create different futures from states that are indistinguishable under feasible tests. That introduces a difference with no witness — an untestable distinction.
That violates A0. So the chooser must be constrained to depend only on truth-fixed structure.
2. Π-Consistent Control (Orthogonality)
Π is the truth projection — the operation that erases minted differences by identifying anything not separable by feasible tests.
The consciousness law is forced: decisions may depend only on what survives truth-closure; anything else is slack. There must exist a map on Π-classes such that the decision operator factors through Π.
This is "consciousness as software enforcing nothingness."
3. No Hidden Meta-Order Channel
Whether you apply closure/awareness before or after an update cannot change the future unless that meta-ordering is itself recorded. Otherwise it is an untestable distinction.
This upgrades "a procedure" into "conscious computation": no hidden channel exists.
4. What Consciousness Does Operationally
At each moment, the admissible state is Π-fixed. A conscious controller chooses the next separator/test using only Π-fixed fingerprints of this state (never raw encodings). Then the next record occurs, shrinking survivors and advancing time.
Consciousness is "truth-consistent choice of the next observation."
5. Measurable Consciousness Quantities
To measure consciousness you need a Π-fixed "structure" scalar — a canonical choice is feasible distinguishability.
Two forced efficiencies emerge:
Refinement per Observation (Clarity/Awareness Efficiency): How much real, task-relevant refinement each observer-time bit produces.
Refinement per Energy/Cost (Power Efficiency): How much real refinement each unit cost produces.
This makes "wasted thought" measurable: time consumed while refinement stays near zero.
6. Thought vs Thoughtlessness
A "thought" is an internal test-and-commit event — an internal ledger update. Many thoughts consume internal budget/time without increasing refinement.
Thoughtlessness is not blankness. It is Π-consistent control that refuses to commit internal records that do not increase refinement:
- minimize time spent on non-separating internal moves
- commit only when the separator increases refinement
"Clarity" is high efficiency under Π-consistent control.
